禁穆令和廢醫(yī)改遇阻，貿(mào)易戰(zhàn)擱淺，疏遠班農(nóng)，示好耶倫，攻打敘利亞，人民幣沒有操縱，特朗普的“百日新政”承諾幾乎全軍覆沒。離履新百日還有不到三周的時間，特朗普越來越像一個正常的美國總統(tǒng)。

他在最新的Twitter中寫道，“我們會一個一個地實現(xiàn)我們的承諾，關于邊境、能源、就業(yè)和法規(guī)。巨大的變化就要發(fā)生了！”

而總統(tǒng)的助手和顧問們似乎沒有那么樂觀。

Politico網(wǎng)站報道援引一位白宮官員說道：“一百天是一個重要的節(jié)點，我們基本上只有兩個半周的時間來扭轉(zhuǎn)局勢。這將是一項艱巨的任務。”

據(jù)該網(wǎng)站報道，上周二，超過三十位白宮官員在毗鄰白宮的艾森豪威爾執(zhí)行辦公大樓的一個會議室內(nèi)召開會議，商討如何“重新包裝”特朗普上任100天，以期將局勢拉回正軌。

一位特朗普新聞團隊成員抱怨道，“我們的責任是傳遞總統(tǒng)的信息，但很多時候我們似乎不了解他的意思。”

特朗普曾在競選時的“葛底斯堡演說”中，發(fā)布了他的革命性的入主白宮100天計劃，作為他“與廣大美國選民的契約”。

然而目前看來，特朗普不僅在包括醫(yī)改、稅改等關鍵性的承諾上毫無進展，而且在某些關鍵問題的立場上甚至出現(xiàn)大逆轉(zhuǎn)。

在周三接受《華爾街日報》采訪時，這位曾經(jīng)的“非主流總統(tǒng)”在包括美元利率、中國外匯政策等核心政策問題上作出與競選承諾大相徑庭的表態(tài)，立場越來越向主流政治家靠近。

移民政策

特朗普“百日計劃”承諾，遣返大于兩百萬的非法移民罪犯。倘若對方國家不愿意接收， 則取消對方國家的簽證，還表示將暫停從有恐怖主義傾向的、且移民審查失效的國家接受移民，且所有來美國的移民必須接受極端審查。

特朗普上臺后推出“禁穆令”，兩次遇阻。夏威夷的聯(lián)邦法官德里克·沃森(Derrick Watson)當?shù)貢r間周三(3月30日)宣布，對特朗普禁穆令的“臨時限制令”轉(zhuǎn)為“初步禁制令”，無限期延長移民禁令的暫停時間。

醫(yī)療改革

特朗普承諾撤銷和替換奧巴馬醫(yī)保Obamacare法案。然而上個月，眾議院共和黨議員未能獲得足夠支持票以通過其醫(yī)改法案，目前醫(yī)改已經(jīng)擱置。

稅收改革

特朗普承諾承諾將減免中產(chǎn)階級和其他多數(shù)美國人的稅收，將通過減稅和簡化稅法使得GDP增速達到4%、產(chǎn)生兩千五百萬個新工作的經(jīng)濟計劃。按照特朗普稅改計劃，中產(chǎn)將得到最大的稅務減免，一個兩個孩子的中產(chǎn)家庭會有35%的稅務減免，商業(yè)稅率會從35%減少到15%。

然而截止目前，稅改還未被提上特朗普的議事日程。

外交政策

在敘利亞問題上，特朗普的立場發(fā)生了180度大轉(zhuǎn)彎。特朗普此前多次呼吁時任總統(tǒng)奧巴馬不要對當年的化學武器襲擊事件采取軍事行動，并警告稱，攻打敘利亞只會給美國帶來麻煩。但就在上周，特朗普一聲令下，美軍艦船向敘利亞一軍用機場發(fā)射了59枚戰(zhàn)斧式巡航導彈。

關于美聯(lián)儲

特朗普曾在競選中攻擊美聯(lián)儲主席耶倫，但在昨天接受《華爾街日報》采訪時，他表示并不反對美聯(lián)儲主席耶倫在明年2月任期滿后連任，但目前做任何決定都為時尚早。他還表示喜歡低利率環(huán)境。

關于中國匯率

特朗普在競選中承諾，一上任就會將中國列為匯率操縱國。據(jù)美國《華爾街日報》昨日報道，美國總統(tǒng)特朗普當天表示，美國政府不會在本周即將發(fā)布的一份報告中將中國列為“匯率操縱國”。

1.Middle Class Tax Relief And Simplification Act. Reforms will also include cutting the red tape at the FDA: there are over 4,000 drugs awaiting approval, and we especially want to speed the approval of life-saving medications.
